2025년 5월 21일, 서울시가 서초구와 송파구의 주요 재건축 단지에 적용되던 녹지 규제를 완화하면서 부동산 시장에 큰 변화의 바람이 불고 있다.

비오톱 1등급 규제, 현실에 맞게 조정되다

서울시는 도시 생태계 보전을 위해 도입된 비오톱 1등급 규제를 일부 완화하기로 했다. 비오톱은 특정 생물군이 서식할 수 있는 생태적 공간을 의미하며, 1등급은 개발이 원칙적으로 제한되는 지역이다. 하지만 이번 조정으로 기존 1등급으로 지정된 토지의 약 15%가 재지정될 예정이다.

재건축 단지들, 숨통이 트이다

이번 규제 완화로 가장 주목받는 단지는 송파구 방이동의 올림픽선수촌 아파트다. 이 단지는 전체 면적의 약 11.3%가 비오톱 1등급으로 지정되어 있었지만, 이번 조정으로 해당 지역이 해제될 전망이다. 또한, 서초구 반포 미도1차 아파트와 강북의 창동주공 4단지도 규제 완화의 혜택을 받을 것으로 기대된다.

On May 21, 2025, the Seoul Metropolitan Government eased green space regulations previously applied to major redevelopment complexes in Seocho and Songpa districts, ushering in significant changes in the real estate market.

Biotope Grade 1 Regulation, Adjusted to Fit Reality

The city announced a partial relaxation of its Grade 1 biotope regulations, originally established to preserve the urban ecosystem. A biotope refers to an ecological space where specific organisms can inhabit, with Grade 1 zones strictly protected from development. However, approximately 15% of lands previously designated as Grade 1 are expected to be reclassified under the new policy.

Breathing Room for Redevelopment Complexes

One of the most notable beneficiaries of the relaxed regulations is the Olympic Athletes’ Village apartment complex in Bangi-dong, Songpa District. About 11.3% of its total area was previously designated as Grade 1 biotope, but this area is likely to be excluded under the latest adjustment. Other complexes such as the Banpo Mido 1st Apartment in Seocho and Changdong Jugong Complex 4 in northern Seoul are also expected to benefit from the eased regulations.
